Well – not only is the parish of Pytchley being blighted by the widening of the A14 and the new Orlingbury by-pass, there is another threat on the horizon. It comes under the name of the Minerals and Waste Development Framework or MWDF.

No – I hadn’t heard of it before this week. The MWDF  has two parts to it:

Locations for Minerals Development, which will identify the criteria for sites and allocate specific sites for minerals-related development; and
Locations for Waste Development, which will identify the criteria for sites and allocate specific sites for waste-related development

The part that concerns Pytchley is the Waste Development – to the man in the street this means a re-cycling plant (or rubbish tip as it used to be called). There was a consultation document produced last year where a number of sites were identified and assessed. There is now a supplementary options document, issued 28th August that identifies 3 areas around Kettering where the facility can be sited.

The three options were:
Pytchley Lodge Industrial Estate, Telford Way Industrial Estate, and ‘Kettering South’. Kettering South, I must explain, is an open area of fields located in a triangle between the golf centre, Isham Road, and the A14 – in other words, just outside the village.

It was decided to select one option for further investigation. You may notice that two of the options are on existing industrial areas with fully established infrastructure (roads, services etc.) and that one is open farmland on an elevated location above the A14. So there are no prizes for guessing which option was chosen for further investigation…

I know that I could be accused of NIMBY-ism, but it seems to me that the site chosen is totally unsuited to the purpose. The waste management will be a covered facility (i.e. like a large warehouse) and I suspect will be visited many time per hour by heavy lorries and trucks to off-load or on-load re-cycled items. Is this really the right place for a recycling centre? there is also the question, does this open up the area on the south side of the A14 for further industrial development? and how does this integrate with the A14 widening?

The Northamptonshire web site has a feed back form on their web site, but I do feel that this has been kept very low-key so that objections are kept to a minimum. If you feel strongly about a rubbish tip next to the village, I suggest you make your voice heard – either through the Parish Council, Kettering Council or Northampton Council.

I understand that the Parish Council has only just received the information, and I’m sure they will be interested in our thoughts.

Because the reports have been produced by a government body, there is an enormous amount of documentation but some useful links are listed. If you have a few hours to spare, you could always read and/or down load all the files – in the mean time:

http://www.northamptonshire.gov.uk/Environment/Planning/policy/Minerals/MWDF.htm
http://www.northamptonshire.gov.uk/Environment/Planning/policy/Minerals/SPO.htm
http://www.northamptonshire.gov.uk/NR/rdonlyres/C5E89739-875F-4CB2-84E3-74AA19E97283/0/TAparta.pdf

By the way, if you travel westward along the A14 to the next junction, you will see a large open area that was once a quarry, and more recently a car breakers yard – I wonder why that area was not chosen…

I couldn't believe it when I read it. You do need several hours, and it is all very tedious but this takes you to the important bit.

Especially worth noting is section 2 on page 4, headed:-

NEW PREFERRED SITE FOR WASTE MANAGEMENT USE

I would be interested to know who the "promotor" is.

If this doesn't stir the villagers into action - I give up.

Thanks for the links above folks.

This should be a worrying read for all Pytchley residents and hopefully this is something that the Parish Council will gird its loins over!  I dare say that most residents that have moved into the village at one time or another have been influenced by the charm of the village itself and the surrounding countryside and all that it offers.  Why taint all that by adding a municipal and industrial waste depot on its doorstep?  Surely the other two sites that are already on industrial estates would be infinitely better suited than Pytchley South (for the reasons already mentioned by SteveB)?

A couple of questions.  I'm guessing that access to this proposed site would have to be from the Isham Road as its not likely to be directly from the A14, is this the case?  Forgive my ignorance but does anyboy know who owns that land (Pytchley South) and is it likely that said person may be the proposer?  What stance has Pytchley Golf course have taken on this issue as I cannot imagine that they are too happy about it either?  Why has the site mentioned by SteveB (the old wrecking yard) been overlooked?  It has recently been cleared, is about the same size and is the next junction up the A14.  The Pytchley South option just seems so unnecessary.  Why taint more greenbelt land when there are brownbelt options available (not a case of nimbyism, more of practicality)?

I really do hope that village residents raise their voices on this issue.

Tarrys, the Golf course owners also own the land opposite I believe so maybe they own the site for the proposed waste management site.

Charlie Perkins old scrapyard was mentioned at one time as the site for Poppies new ground. It was always a worry once the A14 had been crossed with developments.

Thanks for the reply Chris.

It would seem that there is some good news on this front.  Thursday's edition of the ET ran a story with this header: 'Plan for waste plant scrapped.'  Northants County Council have apparently scrapped plans for the site south of the A14 due to issues relating to the future widening of said road (amongst other unspecified things).  The article went on to state that Ecton was now the preferred option and the one that they are likely to approve.

Steve

I have also searched for a link and failed to find one.  However, I do still have Thursday's copy with the story in it.  When I get a mo I will type it up if you like.

The parish council have produced an information sheet and a standard letter of objection. these have been sent to everyone in the village but if you did not get yours - or want another - you can click here:
http://www.pytchley-village.co.uk/organ/pc/MWDF.htm

It appears that the favoured site is now at Ecton and I wonder what the people of Ecton think of that? I dont believe that the threat will go away, so I will be objecting anyway.
